This is my guide for things to do in preparation for converting an EU4 game to Victoria 2, as I was not able to find anything like this already.

But since I converted it somewhat early on would everyone be Hannoverian? I know you're know finished with the culture conversion yet but I'd like to know, also in the same case being the Philippines except that colonized it versus conquered it would everyone be Hannoverian if I got to early enough?
